It is an electronic (non mechanical) switch that is self powered (from the input power supplied to the speaker).
It works by opening the speaker circuit when an error signal is detected.

This one inserts a short into the speaker feed to protect the speaker and destroy the damaging amplifier.

This type of circuits - could damage Your amplifier, be careful.

38mV isn't something wrong for an amplifier without servo.
Using matched pair at the input stage you can see lower offset voltage.
As i can see you have the signal gnd connected at power gnd but amplifier input is open.

120mA is OK but if you want set higher bias replace 1k resistor in bias circuit to 1k2... nice work
