That's still nearly 1,5w and would make the resistor run VERY hot.

I replaced it with a new one and no change

Yes it gets hot within 2 secs of power up

I also noticed i have -18 volts on all pins of the opamps

And R32 gets very hot

Is R16 open?

I replaced R16 since it was open and it burns instantly

Replaced C15 and same issue it burnt R16 instantly

What's the resistance across pins 4 and 8 of the op-amps?

Do you have a meter that will read with very high precision on resistance? Like 3 decimal places on resistance.

90 ohms from pin 4 to 8 on all opamps .

And yes my meter will read 3 decimal places

Do you have an incandescent light bulb that you can install in place of the R16?

Do you have any freeze spray?

Yes I have a incandescent light bulb and yes I have freeze spray

Install the lamp in place of R16 and freeze all of the op-amps. When you power up, look to see if one defrosts before the others.
