Did you still read 50 ohms across the output transistors you removed, after removing them?

Yeah still 50ohm. Slightly pushing/touching lm339 28v went away. Resoldered lm's legs, amp turned on and was on couple seconds, doesnt turn on anymore. Tries to turn on.

There is either leakage on the board to pin 4 or it's possible (rare) that the 339 has failed.
If you lift terminal 4, does the pin 4 pad drop to 0v without the R24 jumper?
