Rockford Fosgate 160A2 doesnt power up

sorry, some terms are hard for my english.

but when removed broken channel fets i noticed other channel had 28volts, slightly touched lm339 by plastic stick dc went to normal 9mv, 28v came back if i didnt touch it. so i re soldered all 14 legs.
i did see on my current meter amp draw rise a little when it seemed to work on normal 9mv out

soldered pad4 monitoring wire to thermistor so i can easily measure whats going on, it hovers around 3volts now.
im gonna put those missing fets on board when i get them and keep on monitoring.
its same situation as after first repair gremlin got away when i did nothing

3v is too high. The voltage must be below the voltage on pin 5 which should be 2.5v.

What's the resistance across the thermistor (desoldered from the board but in thermal contact with the board).

Fill one of the screw holes with heatsink compound and push the thermistor into the screw hole. The heatsink should be at room temperature (~20C).
