I think your pcb is the first edition.

whatever , pcb is clearly made for T0220 package , and there is just one - normal and straightforward pinout for T0220 LM317
and , logically , table in Cookbook is having exact T0220 type reg .
as I said - I (we) would never use 100mA capable reg for 70mA CCS duty
so - just untwist those legs 😉 ......... or , even better - put new one in place
whatever , pcb is clearly made for T0220 package , and there is just one - normal and straightforward pinout for T0220 LM317
and , logically , table in Cookbook is having exact T0220 type reg .
as I said - I (we) would never use 100mA capable reg for 70mA CCS duty
so - just untwist those legs 😉 ......... or , even better - put new one in place

I put the LM ok and get the same measurements.
I must revised other parts. Perhaps the resistors. Because the curret go to JMP02.

Perhaps your neigbors built a new pcbs with smd and two flat for buffer and LS and my pcb will be old too.
The sound must be fantastic in any case.

I stell with the problem. I revised all resistor and gain potentiometer and all looks well, but now my multimeter don´t read mA through the jumper 01 and across the jumper 01 is dangerous high. Any sugestion for the next work?
Perhaps change Q1 and/or Q4?

That's not good. Power it off, and do as Zen said - re-read cookbook .

-are you having approx. 15 Vdc after reg ?
-what's voltage across VR1 ?
- is LED1 lit ?
Yes I have around 17v. The led shine well. In Q3 2,3V . Across VR1 don´t remember now. I´ll see tomorrow and read again the cook book.
