The opposite, actually. I used the plastic, white ones for international (more durability) and the orange, paper for US (less time in transit). I just happened to run out of the paper ones and used a few for US.
They were either packaged in a Digi-Key parts bag - or once I ran out of those - blue taped onto an index card.
