I think what he means is that some transformers has different ratings. Eg 0-220vac and -10-0-220vac.It doesn't matter a lot because the mains might differ that much,

I have got Siemens 100v caps coming from a 50v rectifier that i have reformed that is testing almost 10% above their rating,they are 30 years old. I haven't tested their ESR, but I think they will still be OK.I have used some of them before, I have had no problems,

Where did you get the pre-perforated steel panels?
Are they normally used to build storage racks or something?
They sure may be an option for home builders; the most difficult part is the "mechanical" one, not the Electronics.

Your pcb dimensions is out of standard for use with 3U standard heatsinks dimensions must be 265x112mm and distance from outputs must be 96mm.

Yes, 260x112mm and distance from outputs must be 96mm.
