Do I need to draw them on a split 250mm heatsink?
I have drawn them as they would appear on a solid single 4U x 500mm heatsink.

I was going to go with the standard all in one schurter IEC cut out that is standard on the deluxe back panel.
If people want something different to that, let me know.
I like panel 2. Handles on the back panel might be too close to the connectors. I dont't need them, but will go along with the group. Thank you, Bill
Once you have them you'll be glad they are there. That's how I felt once I installed handles on my amp.
Everything will be repositioned a touch for the handles if required.

I would like to suggest that we have an option to use separate line fuses for dual-mono configurations. It's Ok to have the IEC inlet and power switch combined, as long as the switch is a dual-pole variety. That way the only thing that two channels will have in common is the power cord. I like the screw-in type of fuse holders that use a round mounting hole.
Are you able to confirm the outside diameter of the barrel on the Cardas xlr, just so I am certain the hole cutout is the correct size.
