I placed the black probe on the tab of them and red probe to measure the voltages and I only get 1 volt on the legs of them
With the black probe on the collector of Q2000 and the red on the collector of Q2001, what's the DC voltage?
Was it hot enough to desolder itself before you touched it with the meter probes?
Did the solder on them look like they had been running really hot for a long time?
Did it melt off or did the solder joints simply break?

The data sheet says the tabs are the collectors .
With black probe on tab of Q2000 and red probe on tab of Q2001 that is the reading I get

They measure 10.5 ohms on the board they are 20 ohm resistors but in parallel with each other .
do I need to remove them from the board to know for sure ?
I also measured the voltage on each end of those resistors and get -26.86 volts on each

Where is R9 located ?
And I noticed if I remove Q2001 the voltages on the others go back to normal . Something to do with Q2001 is pulling the voltages down

There is not a resistor there . Is there suppose to be ?
I see some amps with it populated and some not
not sure since I don’t see any resistors on the bench and I was tired when I touched up solder joints last night maybe o forgot to put it back in

In the photos I have, R1020 isn't installed. I can't tell if the leads broke or if it was never installed. It doesn't need both. They are in parallel.
R9 feeds positive voltage to the regulators but the amp could never have produced audio without R9.
