The transformers have glue all over them from the factory . Is there anyway to quiet the hissing / screeching ? I can move the windings or twist the transformers since they are glued

How loud is the whining? Would it be audible with the amp assembled and installed in the vehicle (trunk)?
With the amp assembled and in the back of the vehicle you would hear it from the drivers seat .

I reflowed the solder on all rail caps no change
Using the amps ground terminal as reference I get 12.8 volts of dc on the rca shield grounds

That should bring the DC on the shields to 0v. How fast does the DC rise when you disconnect the RCAs?
If I plug the rcas in the hissing from the transformer stops and the amp is quiet .

Plug the RCAs in. Does that change the voltages significantly?
What voltage do you read with the black probe on pin 4 and the red on pin 8? Do this with the RCAs plugged in and out.

What is the DC voltage on all 3 terminals of U1000 and U1001 (near the output filter caps)?
Are there any burned resistors near those regulators?

I see some bad solder joints I will touch them up and post voltages later today .
