If I bridge pins 1-2 on U107 I still get -12.57 volts .

Are you 100% sure that pin 3 is 0 and pin 1 -12?
If the switches are out, measure the resistance between terminals as described and install a wire jumper in place of the terminals that read 0 ohms.
Set the phase switch to 0 and install jumpers like above.
Did you try dripping contact cleaner through the holes in the top? It should have flooded the switch.

Ok I reinstalled the switches after cleaning them and tested for audio using a 100hz sine wave from my test oscillator .
The amp had output .

I think that's due to a dirty switch. That's why I wanted you to replace the switch with jumpers. If the switches are in it, you can leave them. Post a photo.
