You could have shorted the R1,R2,R1`,R2` as the lowest possible resistance to pass through for the current rather than shorting those many resistors. I did the same when I built the Q17 which does not need to have any R's in the CRC psu board of Prasi.
I think R8/9 are the current limiting resistors for the LEDs and yes you will need them if installing the LEDs.
Yes you are right they are not current limiting resistors but R8/9 are suggested to use 1ohm 1W. Here is the schematic I guess is the one refers to your CRC psu board of Prasi
