DIY Nixie Tube Display for turntable tachometer

I have tested all the uPs on different PCBs.
I have also a 4th built, a processor and xtal only version on breadboard.
Just in case the PCB manufacturer was responsible for the situation.
Every board show similar behavior, U1.p1 drops at .03V very fast, from 2.8V on startup, and U1.p6 remains at 5V.
Of course U1.p20 is on 5V and U1.p10 at 0V.
So my conclusion is that it must be a programming error.
What do you think? How do I proceed?

If the processor has 5V & Gnd and the crystal is good, it should run as long as it gets a reset at power up. It looks like you have all of those things, so I would suspect the chip is not programmed at all.

I would contact Steve and send a couple of them back to him to check if there was some error in programming.
