Other channel has only one fet on each bank. And the readings are 6.15mV across resistors.Are these the original FETs?

Bias pots fully CCW still, correct?
Fets came with the amp. I did not change. I only changed power supply fets to 3205 and gate resistors to 47ohms.
Pots are still ccw fully.

Some one changed few and used 540 and 9540 in some places and I took them off.

Does shorting the bias transistors collector to emitter reduce the voltage across the source resistors/idle current draw?
Yes shorting both bias transistors stopping pulling current and coming at 0.8amps. They are MPS6521 looking like never changed .Are the bias transistors the originals?

Yes the resistors are good within the tolerance.

No I dont have. I only have lm317

Reduce the value of the 3.65k to about 2.4k (or anything close) to see if that brings the negative regulated voltage closer to 17v.

That regulator is out of tolerance. The 1.5v between the output and adjust terminals should be 1.25v.
The jumper doesn't disable the output. It switches the output stage on without a delay so you can power up with a limiter without allowing the rail caps to fully charge before it switches on.
