There are 2 groups of terminals that are directly connected and you have different voltages for them.

The pins are not matching with the schematic. May be this is different PC number. Mine is 3083-C

This is the diagram I was given for the 3083. Revisions are typically very minor, not the circuit configuration.

If the diagram doesn't match, there isn't anything I can suggest. See if you can get a matching diagram from Rockford Monday.
