Turns out it was bad soldering between the PVI cells and the board
I re-soldered one channel after tinning the cell and it worked !
Unfortunately I pulled the pad off one of the cells on the other board
So I ordered a couple more, now I have to wait...

Measurements were good on start up
35.5 VDC power input
8>02 VDC on the PVI and both channels less than 0.5MV offset

I'm moving it to my main rig this morning paired with either a Pass B1 Korg or a Dodd tube Buffer (I can't decide which to use )
It will be driving the upper end of my Hawthorne Audio Duet open baffle speakers
