Base to collector= 00.00 ohms
Base to emitter = 00.00 ohms

Those resistance can't be accurate. If so the 3 terminals would all have identical voltages.
It's not common for a multimeter to have 2 digits to the left of the decimal. What meter are you using?

If it was truly 000.0 collector to emitter, the voltage on the collector and emitter would be identical.
R150 should be 4.7 ohms.
Did you confirm that no terminals of the PS FETs were shorted?
Are the two terminal of R1 connected directly to the base and emitter of Q22?

I will check ps fets again now... nothing was shorted before I overheated board and caused our loss of power

It looks like there's a trace coming out the side of the leg on q21 directly to r96 ...That makes more sense.
What made you believe it was connected to the base?
But honestly I read wire diagrams so this figuring out myself where the traces go by following them visually is new to me and I doubt myself alot and second guess myself .
Does R1 look like it's original to the amp? It's not what the information I have says it should be.
Does it read 100 ohms?
Are the two terminal of R1 connected directly to the base and emitter of Q22? If not, what does it directly connect to? Confirm 0 ohm connections with your meter to confirm direct connections.
