Should a Zener be added in parallel with 220uF/35V to ensure it can never go over voltage?
Maybe 33V?

Delay is about 1sec. MOC3041,42,43,61,62,63... can be use on this circuit.

ZY15 is in parallel with 220uF and voltage on 220uF can't be over 17V.

Are you confirming that the MOC30xx allows the existing Zener to protect the electrolytic from overvoltage?
