I'm sure if you look around the web you'll find an estimate of the current needs the 0404 has. There are many posts over at head-fi, you could check the manual or directly ask Creative/EMU tech support.
I would disable it's power hungry features like the 48V phantom supplies.

1. Polarity 4 wires connection checked: was correct.
2. shunt reg 2.7A it's enough device max power consumption 1A see attached pic of wall psu supplied with the E-MU
Don't know why you get problems, if its something in the set up that is wrong and you don't spot wrong. But don't use the 9610 at 2.7A, its out of spec. Set 1.25A CCS and be sure the 9610 is still working.
If the 9610 is damaged for 2.7A for sure it's the reason now isn't working because when used 0.8A with 2R2 the reg was working well but the E-MU don't operate well because it needs more current.
Maybe use a DCB1 Power section for this.
I'm sorry Salas I did a big mistake I used 4K7 intead 1R5 to set the current, now I changed to 1R5 give 1.1 A and it gets 5Vout with a dummy load of 4R9 10W
Now I will try with the E-MU 0404.

I left the output lytic BG 47uF 160V VK series & resistor jumped or I have to come back to MKP 10uF 63V & 1R resistor?

Cool. Leave the polar cap, its more secure in those currents for phase.
Why do you use BJT for +-12Vout for analog?
Because those are the parts I had on hand.
They stay nice and cool though I'm only running them at approx. 200ma.In comparison with another sample of the same DAC using lm7812/7912's it definately does improve sound quality.The biggest difference to me is in the areas of dynamics and bass depth and slam.Nice. Avoided sinks by using the chassis also, is it cool enough for the power levels you set? Did the bib benefit listening with your DAC?
Because those are the parts I had on hand.
Don't forget that if you want to improve the sound bypass the Vref cap with 0.1uF FT3 teflon Russian cap & use the best quality resistor for R303.
