over R1 0.59 volt on pos and neg board R1 2 ohm
from 0 to 0 i measure 18v
have tried all places to see if i can measure some volt from heatsink to component on
pos and neg board no volt to measure

Lights went out for me countless times with no serious damage.
Nobody is perfect, no lights is you did something wrong but the limiter kicked in to save the day.
Have now tried the reg on my dac
but the neg will not start op pos will
have make a test with a 33ohm resistor the neg reg can deliver about 490ma R1 1 ohm
can it have something to do with the 5.5vdc supply,,, it share 0vdc with the 15vdc
i must try to figure how my dac is connectet
the supply i use now is a supply where 5.5vdc and +- 15vdc is on same board

The current consumption of the various loads must be covered by the settings, all AC secondaries must be isolated, all Mosfets must be isolated.
Check for no voltage difference between any 0V points at the reg outputs.

M1 should be dissipating about 3.3W in your case, M2 depends on how much power it shares with the load. If its another 3W it burns then 6W total, a 3C/W spec shared sink for M1 & M2 should be enough.
One pos. will be used to provide 5V for TB's Buffalo-IIIsePro38. One pos. and one one pos. will be used to provide 15V for TB's MERCURY. Can anyone tell me about the purchase of R1 or other components that need to be purchased, or other special considerations?

This is not a high power application so the CCS setting should be moderate and not enough loss in ripple voltage on C1 will be created. Thus the now transformer should suffice.
