The rail voltage is normal until the amp oscillates.

it appears that you have a bad connection between R9 and the collectors of the regulator transistors that have 20v normally (possibly 27v with no driver board).
I will check to see if I can find the bad connection . What should the voltage be on the collector of Q2000

In amps where R9 wasn't used, the supply voltage for the regulators in the photo is taken from the output of the 15v regulator U1000. In those amps, R61 passes the voltage from the 15v regulator to the regulators for the drive board. R60 isn't used.

I’m at a loss with this amp so far .
if I connect a test sub to the speaker terminals all I get is a loud farting noise through the test sub .
With the output board in the amp the voltages on all the regulators is less then 1 volt on the base and emitter legs
