Rockford Fosgate T2500-1bd

I don’t see any 12 volt sources here are some pics of the area

I pulled the ic and cleaned the board with acetone and the voltage is back down to 0.00 volts . But I had this same issue earlier in the thread when troubling shooting and the voltage same back and caused this issue .

At this point I will clean the board some more and check the components in the area and post back
 
Ok I replaced U106 R137,138 and reinstalled the phase switch and the voltage on pin 1 remains at 0.00 volts .

If I reinstall the master/slave switch the 13 volts comes back on pin 1 .

So do I have to backtrack from the master/slave switch to see where the voltage is coming from ?
