What it is the voltage at the base of Q214? It should be positive 24 volts.
the emitter checks 22vdc have i figured these pins backwards? I may be figuring the collector and emmiter pins backwards

If the base of the Q217 it read 0 volts then the collector needs to read 24 volts. The emitter it is connected to ground so the collector should be 24 volts.

If base to ground Q214 reads 0V then it is broken. Emitter should read cca 0.6-0.7V more than base voltage. You measured collector for 0V i think.

That it is what it look like. The base should read about 22 volts since the Q217 should be open. Unless the base it is shorted to the emitter. Can you replace it?

Is it still turned on after power cord plugging? That time pin1 is zero? And after pushing button pin1 becomes 12V but amp is still on? Is that the case?

i soldered it back when facing said, transistors pinout from right is base collector emitter correct?

Looks like Q217 is out. Pull it out or cut collector (middle pin), is it off finally?

You can put it back, solder pin back or simply short collector and emitter pads
as close as it is to the board, it would be hard to cut the collector i think i might be better to cut the whole thing out then, solder the pads together till i can get another transistor ordered correct?You can put it back, solder pin back or simply short collector and emitter pads

Yes you can, just solder emitter and collector pads
