The un-equal resistors in the Dyna concertina confused me at first.
You are right, and you saw the reason that the concertina loads are equal.
The cathode of the concertina is tied through a network that goes to the input tube cathode. That provides an impedance that is in parallel with the concertina cathode resistor. The result is that the concertina cathode, and the concertina plate see equal loads.
