If either of these, or a simple 2 way gives you what you need you will increase the chances of success. Your work to cross them will be closer within your reach. So far you've been experiencing the overabundance of choices which will gladly lead to confusion. Anyone will find that it takes time to learn and understand.
I've never ever seen a more precise condensation of facts! The sublimation of that results in a lot of solutions to what you've said that might apply but none that will cover any of it. The fact is, no speaker will ever solve any of your applications, you need different setups for different situations. You can use some speakers in a varienty of situations but you can never use one for all. Horn tops and a infill will solve most of the cases but not all of them.
If you see 3-4 element pseudo-LAs, then that doesn't mean they work well (or at all). Concentrate on what a typical venue needs in speakers and amps and if you exceed that with your events several times, think about a LA and a delay line!
Alternatively you could go for a horn setup and a delay line and in-fill, which will be a lot cheaper in rigging, truck-space and actual speaker costs but if you reach that range, you should consider professional assistance. I can help too but a on-location guy can help a lot better and faster than someone on a forum can.
OK lets call it a compact 60hz cut off semi full range, that can be crossed if needed for mid/hi duty. With some image projection.
Ok.. What would you guys be building if it were you? )

I'd go for a 12"/1" two way with a 70-80°x50-60° horn, the CD with a 44mm VC and the tuning of the speaker at at around 60 Hz.
My suggestion: B&C DE 250, B&C ME 90 and Fane Sovereign Pro 12-500, a 45l enclosure tuned to 55 Hz, xo at ~1,5k. Small, not too expensive, can be used solo or with sub, as a monitor, in-fill or delay-line

Ported, tuned to ~55-60 Hz.
E: If you need it for a small venue, you can EQ it on the tuning frequency without increasing the excursion much, on the port frequency the excursion is the lowest. You should always use a low-cut at ~40-45 Hz.

15″ driver 90 Hz Cut Off Horn
The 90 Hz are likely the -10dB. No way they go that low.
Dave, good estimate. In praxis probably usable to 140 Hz if you use their drop off well in the filter setting.
