There is a conflict with pins 5, 6 and 7. With pin 6 being higher than pin 5, pin 7 should be very near 0v.

Pin7 & Pin8 are not shorted.
The voltage is originating on Pin 4 of the 4013 which connects to 12v through a 2.2k (RS7) resistor as per the diagram

The 17358 would be capable of pulling that 2.2k to ground.

The 17358 is capable of taking input at the voltage of the negative rail without error. The 4558 probably isn't.

With a multimeter, using the primary ground as the reference, what's the DC voltage on each speaker terminal?

The relay is not engaging, the 17358 i removed was from the protection circuit, installed the 4558 in place...

Im getting 18.5v on the speaker terminals, tried to adjust the 500k pot but it doesn't change the voltage
when i connect a speaker, there are pulses coming through.
