Can you find RS 11, 12 and 13 and confirm that they connect (to pin 6) as shown in the diagram?

Are you saying that RS 11 and 12 are only one resistor?

Do all of these resistors measure within tolerance?

Yes one resistor.

RS11/RS12 - is open

RS13 is within tolerance

Replacing the 4.7k resistor, didn't seem to fix the issue
