Just to check everything you are doing.
  1. checking input and output board together, with outputs installed, on a 30V bench supply.
  2. you installed the 9.1k resistor across R17
  3. You have Q105, Q106, Q107 and Q108 installed on heatsinks.
  4. You adjusted R11 to 5.0V
  5. You checked for DC on the output. (what was the reading)
 
I have not yet intsalled the output transistors.
I have installed the 9.1k resisistor.I am doing these test on 30 volts.
Yes those transistors are on heatsinks
I have adjusted R11 to 5.0v.

The voltage between TP107 and TP108 is 11v
The Q107 and Q108 gets hot so I cant leave the power on for long moments.

Do you have J103 installed? Have you confirmed Q107 and Q108 are in the right spot, NPN (Q107) and PNP (Q108) locations? Does adjusting R109 trimpot make any difference on the 11V at T107/T108?

edit - make sure R109 is at max resistance to start
