Were the ICs out of the DAC?
If so thats way off spec for both ICs in terms of PCM63. The 1500ohmn feedback resistor should have high value accuracy, to provide channel balance on the output.
Please confirm with a few more resistance probes with the ICs on the bench please to help PCMxx ident:
Pin 8 to Pin 9
Pin 20 to Pin 23

I have 4 samples of PCM63 and yes, they measure 1.5k to 1.55k on those pins.
