Are we talking chassis ground or return ? from black to ground then red to ground. Where do I place the probes ?
Place the bulb and the meter from the PS return to each plus and minus . The voltage should hold close to 31v under load.
correct ? and attach the meter to the clips attached to the bulb ?

That looks right, it's hard to tell in the pic. Yes, you want to see the voltage across the bulb.

That would be a move in the right direction. I doubt the output fets are at fault though. I'm still 98% sure something is amiss in the current source circuitry. Because the components aren't identified on the board your only option is disassembling it and identifying and marking the component locations. C7 needs to be pulled and its value checked also.

Done , just gonna have a bit of lunch . I will take one board off the sinks and leave the other hooked to test . Ill take photo of the back for you to look at .
In post 32, the second pic from the left, can you take another pic of that area without the shadows.

Hah, that is not the same board. They must have made left and right boards. I have to stare at it for a few minutes. While you are resting, fire up the soldering iron and pull C7 off the board and check its value. Its supposed to be .001uf.
