What can I say that I, and others, have not already said?
The belt speed exactly matches the wheel speed at all times.
The wheels are attached to the plane- their land 'speed' is measured via some sort of rotation measuring device which is fixed to the plane. This factors in wheel circumfrence and provides a 'speed' reading.
The belt is attached to the earth in a similar manner- the belt's 'speed' is measured relative to the earth, on which it sits.
If the speeds are to match in opposing directions, the plane is NOT free to move WRT the earth.

Actually, no. If the plane were to rotate about its axles, that would be equivalent to the wheels slowing their rotation. Therefore the speed-matching belt would slow to match this slowing and keep the plane level.
