Nothing new in that... (There was a period where, for low-cost electronics such as transistor radios, it was common to print the resistors directly on the PCB surface.)
Going further back, I remember making a grid leak by mounting Fahnstock clips on each end of a piece of paxolin board, then drawing a line between the terminals with a soft lead pencil...

If it can be reasonably and repeatably demonstrated that they do something then the next issue would be how do they do it. If the result is negative then explanation or speculation about an explanation is moot.
More interesting would be how measured changes translate to the subjective evaluations given by many.
Agreed, manufacturer blurb really does not matter a hoot.Now some folks believe they hear a difference, so what? That is their opinion based on some observation. We both believe that if there is a difference it should be measurable. The issue is what measurement and technique can show a difference. The explanation given in the advertising for many audio products is often wrong, doesn't mean there isn't something there. (Although one might wish to consider that when spending money.)
Of course, there are plenty of tweak products with seemingly outrageous claims and explanations, and many of these do fall into the category of expectation bias.
IME the BQP's do not fall into this category, and the changes wrought are clearly and easily audible.
This does not mean that I am enamoured with them, but it does mean that I recognise that they do 'something', which I regard as benefit but with reservations.
One very interesting subjective test is to listen with pink noise as the source.
The subjective result of this test is that a modulation is reduced, and the reproduced pink noise becomes 'matter of fact'....the bursting/reverb/tailing characteristic that we are all familiar with is quite dramatically reduced.
I think this is indeed due to a lowering of system intrinsic 1/f noise but at this time I have no actual proofs.
I have observed behavioural change in the deflections of my D&N test set true VU meter however.
In the next two weeks I will complete setting up a dedicated T&M bench and suite of clean power and signal interfaceing/jigs in order to characterise what I hear.

But if you can point to some (or just one) actual scientific publications that describes the phenomenon and explains why it would have an influence on quantum noise, I'd be happy to eat my words.

I think it is part of the situation. If you come up with a novel idea or theory, you must be able to argue well to convince your skeptic colleagues that you are right.
Nobody will wilingy drop his/her own conviction just because another one is available - you need to sell your stuff!

If there were anything to these things other than more or less fraudulently lightening his customers/victims wallets I would expect Mr Bybee to publicly defend his 'products' with hypotheses of how they work and plenty of measurements and other scientifically usable observations.

Look in the mirror. I/f noise has nothing to do with the spin of individual electrons. It's not called thermodynamics and statistical mechanics for nothing. The noise is a macroscopic property of the system. The Bybee claim is negative entropy with no source of energy, the additional mention of "dissipated as heat" in even more nonsensical in that context.
