There is a much simpler solution. Stand the tube in methylated spirits for a while, and let it dry out. The solvent for the original glue was alcohol, and the glue is reactivated and glues the glass again. Works every time.
Meths is easy to come by and is 95% ethanol. I suppose there are some audiophiles out there that insist on a 25 year old single malt.

Methylated spirits ('meths') must be British I suppose. It is ethanol (95%) and methanol (5%) and died pink, to create something not drinkable so there is no excise durty. If you have the proper stuff, then that is good (but please don't say you can hear the difference!).
I have lots of really ancient tubes, so I keep a jar handy, so I can stand the tube in it, see the bubbles escape, let it stand for an hour or so, then maybe a little wiggle to spread the glue, and bish bash bosh!

Does the loose socket disturb you really that much? As the KT88 is a Bantam construction with it's leads going stright through the glass and to the pins, I wouldn't care, leave it alone and always grab the tube by the socket, as yet suggested. If it were of the pinch type, I'd really be worried, as the long internal leads allow the envelope to be twisted, which may lead to short circuits.

Good advice. Just as you unplug an extension cord by pulling on the plug and not on the cord.It's because of these loose base issues that I always take the tube out by the base instead of pulling the glass.

I'd think that isopropyl alcohol would work too. You can get that at any pharmacy/drug store. Get the 70+ % version.

My vote goes to high temperature epoxy or a silicone RTV type of material. Sticks to everything and is pretty inert. Just don’t get the conductive stuff 🙂
JB Weld is the cure for many things. It’s cheap and holds anything to anything else. It’s heat proof as you can use it on engines. Buy some and you’ll be able to fix stuff around the house too.
