First step is your circuit. Second is slightly altered version. Third centers around output bias and losing any in line caps. Fourth is funny bias on output. May not get eny of it to work

I have never found info on this reference. I know the person, but kind find the circuit or description.
buzz
don't forget to try McMilan's
say 10K for starters
As drawn in AX info on Eric's wonderfully done site

first - Toshibas as multipliers ( more followers , to me ) is waste
second 0 you jnow that I have fobia of looking at pcbs and tracing them , but I can't see anything wrong
you didn't misplaced mosfet's place ?
N on positive , P on negative ?
what's programmed current through Zdiodes ?
say that 5mA is more than enough

think
moi also found simple way for ditching C-based level shifters for balanced version , but will not reveal that - waiting for clicketeclick in your scull*
*just joking - will not do that because I feel on thin ice there , regarding Papa's IP
24 sceondaries should yeild 34 rails with this such small current draw. THe diodes are 9.1V and beefy part #4739, 4.7K should yield 7mA, TOshibas are definite waste, but what I had. Pinout is GDS. It should work. Only inner rectdiodes are getting hot. Makes absolutely no sense. IT is PSU from Zen line stage article. BAsic cap mulitplier.

Got some ideas on this but will take time to flesh out. Just trying to see how stable basic circuit is.
BTW,
In aboce setup of PSU, I do not have ground tied to earth, but that shouldnt matter, correct/
ditch zenners , up cap value and you have cap multiplier
with zenners , that's nothing else than series reg , sometimes called zenner follower or something like that
earth -gnd - doesn't matter for circuit function
(pretty lousy gnd layout on that pcb
