Regarding non-oversampling DACs, you have them with and without analogue reconstruction filter, or to be more precise, with a normal analogue reconstruction filter and with only a zero-order hold (holding the value constant until the next sample comes) as reconstruction filter. The latter type makes no sense technically - decibels of treble droop and lots of ultrasonic crap - but is preferred by some audiophiles.
Again, this whole discussion regarding OS or NOS is filled with mysticism. This is typical for high-end audio in general.
I think it's fantastic that you're rolling your own DAC from the ground up (from a DIY standpoint), but I doubt it sounds better than even cheap IC ones like the PCM-5102.
I've been following high-end audio for over 40 years and I have distilled one rule of thumb over the years:
The more expensive gear always sounds better!!!
So a $1000 amplifier will always sound better than $500 one. And a $10K amplifier always sounds just a little better than a $1000 amplifier. And a $100K amplifier sound just a eensy teensy little better than the $10K one.
It's this simply rule that the entire high-end audio business is based on.

Maybe you miss the point of a DIY dac or anything else for that matter. It only has to please one person.

Regarding the OT. Not the complete DAC, but only eight additional passive components are required, and a standard Philips I2S signal. TDA1387 X8 module, I2S input to pins 1, 2, 3 (LRCK, BCK, DATA, with 100-430R serial decoupling resistors), ground pin 5, +5VDC pin 28 (2000uF decoupling cap), right channel out pin 6, left channel out pin 25. Simple, passive I/V with two 430R resistors from output to ground. Output coupling caps with PP film 3.3uF for 10k SS inputs, lower value for higher impedence inputs. A simple NOS DAC. Gerber for PCB. Build one and hear it for yourself.
