Is it really necessary to use transistor insulators (e.g. Theraterm) for the diyaudioStore heatsinks?

Any device that has exposed metal on its mounting surface must normally use an isolation pad
between it and the heat sink. The exposed metal is internally connected to a terminal of the device,
usually the collector or drain for a transistor. Since the heat sink is usually electrically grounded,
a short would be made to ground without using the isolation pad and proper mounting.
This can involve the use of shoulder washers for some packages, such as the TO-220.

I recently purchased a 4U Deluxe Aluminum and found that the cutout for the power socket was about 7mm off center. It was interesting because that the cutouts for the input and speaker connectors were within a mm of being symmetrical. One would think that with a CAD cut out everything would be off center by the same amount.

While the off centered power cutout doesn't impede operation, it is noticeable. What are my options?

I have, without any problem, early used Fischer's black anodised heatsinks without any isolation pads.
 
Been cobbling together what amounts to be a 4U mini-dissipante for a set of F6 monoblocks. Is there anyway to get 10mm front and 3mm back plates made for them? Dimensions would be the same as a 3U mini-dissipante except being 4U tall. This should be similar to the front and back plates of a 4Ux330mm Galaxy except accounting for them big ol' 4U Dissipante heatsinks.

Are there any cad files for the 3u with a similar layout to back panel of the deluxe 4u and 5u?
I wish I knew how to use cad, but I do not...
