That's not much spare current to warrant high value R9. Odd. Do you see any LEDs blinking at start up? Also how long is the output wiring?
For a basic check measure that the drop across R1 is about 0.6V and not momentarily unstable during start up, also measure Q2 & Q3 Vbe, mV drop across R7, and let me know
No LED blinking. Wiring is around 10cm. I'll test it with another DVM tomorrow, just to confirm that it's really happening.
Utilize the DMM's min max function while powering up. Best is to set the scope very slow on DC coupling and trigger at say 1V. Set it on single mode also and then power up. It should capture the ramp up shape.

When all is well, to charge C2 up to Vout with only about 2mA available as Vref's local CCS (J2, R7) makes this reg obligatory soft-start.
OK, so got my scope out of storage and there is no turn-on overshoot. Don't know what is going on with the DVM, but it has been somewhat erratic for a while.

Just to report that i put one ultrabib power supply at work 5v on my dac in the analog vref part and sounds very good.
Regarding feeding digital 5v circuits is ultrabib better than reflektor theoretically or vice versa ?

SSLV 1.3 accomplished
After a long time without any project, i am happy to finish the SSLV 1.3 for my Allo BOSS DAC.
It powers only the DAC. The RPi is powered with the Allo wall wart PSU.

For a wall wart PSU alternative I am preparing a handy linear solution by the way. 1.8V to 19V settable and several Ampere capable. I had delays in developing a prototype PCB but now I hope its near.
