At the time when i attended the A'dam physical-geo faculty, only exuberant research project was one on accelerated soil erosion effects in an Italian wine grape region due to increased irrigation&furtilisation.
Same rules book works for contimination stuff, estimated $65 billion bizz overhere.

As this device was invented to "reduce the noise floor for Submarine sonar power supplies", I belive there would be somthing that can be measured, and quite easily, no exotic set up required.
Rather disapointed so far with what seems to be in the device, it seems it is not a ferrite wrapped in carbon fibre and shrink wrap as I mistakingly assumed on another related thread, but a much more complex device; a resistor wrapped in carbon fibre... Well probably Stillpoint ERS paper.
I look forward to the coming measurement results, though I doubt there will be anything exciting, that Ohms law and a Pacific data sheet wouldn't tell us.

I can't be sure Cal, but there is a sticky blue covering that I have never been able to trace. Anyone seriously TRY to source the EXACT resistor that Jack Bybee is using? I can't find it.

a 2.5W does 10 Amps before it pops.
Dip the 2.5W in ceramic, roll some RFI cloth around it, then make it wear thick rubber, how much power handling is left ?
