Hello Oliver, i just did one last try with a very simple setup to see if i was able to get to work the regulator.
just used a spare transformer, 2 diodes and a cap, connected the positive of the cap to the input, and the gnd to the gnd of the transformer (and then to earth)
with or without load it acts the same, using the trimmer to set the voltage results in a voltage drop from the secundary of the trasformer (150-0-150 100mA)...
really i'm speechless

So let us do something else. Desolder everything from the pcb and send it back to me.

I think i have one new left from this batch. After i get yours, i send you a new one back.
Perhaps there is a failure on you pcb

This one won´t fit. You must use a 9 Pin Miniature PC mount socket.

If I'm using the 6N6P, is pin9 (screen) of the tube connected to ground or 6.3v in the relay?

You must set the switch to 6N2P. Pin9 goes to GND.
