MPH is different for those observers.
The guy walking faster at 1.4 also has gained more mass and will age slower then the .4 MPH guy.

Neither one was traveling at the speed the other one viewed.

I think at under 2 mph you can largely ignore relativistic effects, the lorentz factor at 1.8 mph is only 1.000000000000013

The human race, as we know it, won't exist anymore in only less than one hundred years from now.
Technology is taking care of that. ...We'll all be cyborgs living in a lost universe of broken values and no where to go but in an infinite and expanding space all by itself. ...The fate of the human race, by its own hand.
And who knows; the planet earth, we (cyborgs) might even implode it! ...Then caput!; no one left to explore newer theories, and better ways of life!

I totally agree with you Kastor.

And by 'goggling' that's exactly what I meant; free information highway of the Internet, and not controlled by controlling dictators up to no good and with just financial money gain in their brain. We don't wanna play that game.

Is it in China where Internet access is limited (restricted), because good information (truth) can spill over in the society?

And besides, the point of my explanation was that the speed of light is constant for all observers irrespective of their relative velocity to the source of the light and how this differs from the speed of something with mass, which is not constant to all observers, even with relativistic effects taken into account that's still true
