With an actual 'defeating device', cost them hundreds of millions.

I would guess the ECU looks for a steady 3000RPM and makes the fuel/air mixture weaker to reduce emissions.
You would guess wrong. All reports I have read said it was as simple as detecting no steering input. As the emissions test is done on a warm engine plenty of time to detect that!

It's an triangle of CO2,NOx and SOx. To burn NOx and SOx complete you need a "fat" mixture but this increase fuel consumption and the ammount of CO2. With a "thin" mixture the engine will run more efficent with less CO2 pollution but the increase of non-burnt NOx and SOx. There is another bad effect on this "clean" burning that we call "Klopfen" in germany. This will cause that the engines will blow up earlier, but the industry is happy, because they know that modern engines usually can't stand more than 250000 km (that's the average value they are constructed and tested).
This will stay in the news for quite a while ...
At least CEO Winterkorn has resigned today. IMO, that step was unavoidable, for he also was head of R&D.
I wonder if Volkswagen is the only one ... hmmm - I'm driving a Citroen Diesel ... proud to do so mostly below the fuel consumption given by the manufacturer! 🙂
Being a German, I really do hope that the damage done does not rub off on other products of German engineering too much.
Maybe the whole drama has one good aspect at last: I think the legislative institutions in many countries will react to this and put tests for technical approvals of automobiles on a new basis. Everybody knows that those tests, e.g. for fuel consumption, at least in the EU hardly ever meet the values in real traffic. This has been a problem for decades now ...
Time to put an end to this practice!

The solution is well known and is used in many other vehicles, even other VW's - urea injection. The urea injection allows the NOx to be converted to nitrogen gas by a catalytic converter. At work we do the same on our gas-fired boilers, but with liquid ammonia which nobody would want to carry around in a car. I don't believe that CO2 emissions are affected by this process, in fact the engines run lean by design so CO2 should be minimized.

The impetus for VW to cheat was to avoid the cost of installing urea injection systems, which would run several thousand dollars per vehicle (I have seen numbers as high as $7000, as low as $2500 for parts only). That's a fair chunk added to a $60,000 diesel SUV, but positively prohibitive on the small, inexpensive 2 liter diesels sold by VW/SEAT/Skoda/Audi. Saving say $3000/car over 11,000,000 cars may have seemed like a good risk at the time. Maybe not looking so smart now.
I'd be surprised to find that this kind of cheating happens on any gasoline powered cars, the same incentive is just not there.

I am honestly shocked that you find this behavior, a fraud on this level, morally acceptable. I'm also shocked that you want to blame the victims, not VW.Any car anywhere receives a type approval.
It took the EPA 6 years to figure it out ?
Half the tv commercials are cheating, deceiving, and flat-out dishonest.
