I have connected again the EI core 240V, I have to wait the warm up to measure current in the reg. I will come back later.
290V is no problem for the phono if it will help freeing your Vin-Vout margins. Bias is still in spec.

SSHV2 can not go over 100mA. Maybe you measure something wrong?
Maybe you mean 28mA?
It can go up to IDSS Q2 when degenerated with 10R is the exact roof in each sample.
True RMS is for DMMs evaluating correctly the RMS value of non sinusoidal AC. Its DCV range we should use on TP. You could fix your current lower than max allowable before? Is that trimmer OK changing value if tested with ohm meter when power is off?
I measured in VDC range using marked TP on the reg. the trimmer is gone marking always 1 ohm, good catch Salas thank you🙂
Wiper one output 2 ohms fixed, wiper the other oiutput 217 ohms fixed.
Its a bricked trimmer. Discard it.
Try a 47R in its place across outer trimmer pin pads on the PCB.
Connected 47R in place of trimmer, see attached pics with measurements.

I tested before with new 200R trimmer & with full open trimmer 200 ohms I measured 30mA in TP (current test point) with B+ 290V😕
