Are you sure Q1 is the right way around? If the base is at almost zero there cannot be 14V at its emitter.
Starting simple and working back. What would cause a Vdrop of only 3.6V across the LM329dz? I have now tried two different parts from two different orders.
You can pull the part out and test it. Just make up a resistor jig for it and put a voltage across the works.
Remove and replace or just remove?
Just remove. If the LED comes on, careful check the pinout of whatever you used for Q2 in the datasheet, and match it to the PCB.
The PCB stuffing guide will tell you which pin is the C, B or E.
