Wiring PT
Trying to analize my results.
Plugged in, the power tube pins 2 and preamp tube pins 4 and 5 should be 6.3 volts.
The transformer has 3 wires for 6.3 volts, 2 green wires connected to T1, and a green and yellow I didn't connect.
My readings are 2.3 volts. Would not connecting the green and yellow be the reason?

Transformer Problem?
I've been a pain working on my SSE.
I took readings off the pc board powered up points to star ground.
T1 -Green should be 6.3 vac, reading is 2.4 vac for both connections.
T1 -Yellow should be 5 vac, readings are 1247 ( VAC scale 200 only shows "1" on left of meter display, scale 500 shows the 1247) for both connections.
I didn't try T1 -Red as it is supposed to be 750 vac, above my meters.
Are my meters suspect, or transformer, or?

Remember your readings will be high with no tube load and some points are raised above ground reference.
Heaters will all be AC while plates and cathodes will be DC.

Are your readings from the auto ranging meter still different from the other ones?

I am using an Allied 6k7vg power transformer.
Ty Bowers 'for dummies" is great. After I fixed the pc board ground my readings were in line with what was expected, matching cathode resistors, etc- until I added power.
The readings for 6.3 volts were using my old Radioshack. Its limit for voltage is 400 volts.
The "5" volt readings were with the new meters.

with no tubes power up and take readings from hot to ground from the tube socket side on each pin on each socket and draw it out on a piece of paper with each voltage reading marked...tedius but the only way we can get the whole picture. Then take a pic of it and upload it.

Rather than list readings where meter showed zero I will skip them.

I checked meter on a 9 volt battery, meter showed 10.4 volts. I then plugged meter in the wall (shades of doing something similar when I was little. 🙂 ) the meter showed 124.4.

If those 1.2kV+ readings are accurate, and the voltage must be much higher than normal if C2 popped, then you are dealing with some EXTRAORDINARILY LETHAL VOLTAGES.
Something is bad wrong. Does your voltmeter automatically switch between AC and DC? Is it possible you have it on AC when it should be DC, or vice versa?

I was going to suggest that you check your meter on the mains and a battery.
What make and model of meter is it?
Meters that read 1200V aren't very common.

That meter can't give you a reading of 1.2KV afaik.
It should go to 500V and probably show a "1" or something.

I used the 200 scale first. Some of the pins would show a figure, such as 77.5. On the other pins, meter would show on left of the screen a 1, then I would go to the 500 screen where it would show a three or four digit number.
Maybe your voltages are a little high and your meter just gives a mad reading when it goes over 500V.
Can you get your hands on a meter with a higher voltage range.
I wouldn't explain the Cap blowing.
