Sounding like a broken record here, but keep in mind the FHXL’s larger footprint and - to my thinking at least - requirement for more “breathing” room than the Pensils. I’ve built several models of FrugalHorn since the inception of the design, and while each of my two systems are in rooms plenty big enough for them to work well, furnishings, traffic patterns and domestic tranquility factor preclude anything other temporary demonstration / appraisal of them, or the even superior performing designs such as Maeshowe, Silbury, etc.

Fostex fe206esr has a very sweet sound and pair well with tube amp. But the downside is lack of bass.
The 206 can deliver an amount of bass that’d be satisfying for a lot of folks using SETs in the range of 3.5 - 8 wpc e.g. 2A3, 300B, etc, but not in small / simple enclosures.
The FExx6 series all want a high output impedance (these days typically an SE tube amp, but increasingly small SE SS amps like the ACA. The 1st symptom of not high enuff output impedance is lean bass.
They also want to be in a (big for low bass) horn and cancertainly produce significant bass in something like Vulcan.
