Yes the DC is still present on the output terminal.
R246: -14.33 vdc both sides
With D202 out of the circuit, it should be drawing excessive current.
Are R238 and R260 within tolerance?
What is the voltage directly across each of them?

I cant locate R260, what is the value that might help me. These boards are really hard to read.

With the black meter probe on the emitter of Q209, what is the DC voltage on the base and collector of Q209?
When you measured the negative DC on the speaker terminals, did you have the black probe on the amp ground?
If you have 14v on R238, you should have 14v on the collector of Q209. If that's so, the voltage on the base of Q212 should be 14v. That would mean that you'd have about 13v across R248. Is R248 overheating?

R238 reads: 0.00 vdc you had me check that on the previous page.So there is not 14V across R238.The only thing still out of circuit is D202.The collector of Q209 does not have 14v.The base of 212 (a06) does not have 14v R248 reads 0.00 vdc and is within tolerance.
