Pull Q17 and re-check it out of the board.

Same, infinite. These drivers are changed since I blew they fuse also.

You blew the fuse with no B+?

If Q17 reads infinite out of the board, is it the board that's reading 0.3 ohms?

No with b+, I since replaced the set of drivers after it happened. Just to trouble shoot. And that was a 10amp. I never tried a 15 or anything else. Didn't want to damage any of the new components.
