with the board closest to the pots and rca jack with that one pulled out the other 2 riser boards attached and powered the grn light powers on and the relay clicks

Im wondering if I could swap out the same card I have laying around in my 1000d that works to see if itll work I cant seem to figure it out I tested the components on the board they all appear to be in working order just not the ic's I couldn't test
Thanks Perry I went ahead and swapped the boards with a known working board in which it did the same thing I went through retesting the 4 power fets I didn't replace and one gave a weird reading so I went ahead and swapped out the irf9640 with new powered the amp back up again the amp passes the protect test the green light lights up like it should but when I went to test the amp for sound with a speaker hooked up there is sound but very little and theres a popping sound coming from the speaker and the green led dims everytime when it pops ive replaced all irf3205fet bjt 140's the 2 irf640's and now all irf9640's and still something isn't right

Do you have positive rail voltage on leg 3 of all 9640s?
Do you have negative rail voltage on leg 3 of all 640s?
With your multimeter set to DC volts and connected in place of the speaker, do you see pulsing DC voltage?
Was the speaker forced to full excursion when there was popping?

How do I test the rail voltage heat sinks in the way
and the volts on the output only fluctuate in mv it does read anything on regular volts

You can measure on the filter inductor. The two rails should have different colored wires. This isn't ideal because there could be broken connection somewhere but it will tell you if the power supply is producing output.
the inductor is producing .40 volts on the one end and and 0 on the other also the irf640 and irf9640 appear to be getting warm all other transistors are all cold
Your right Perry I wasn't really paying attention to the - symbol on the meter one + the other is -
