Intermittent switch contacts can easily fool you. Testing while listening is the most reliable.
If the large resistor at the top of the board (R12) is within tolerance, I wouldn't worry about it. When used in a vehicle with a charging system nearer to 13.5v, the voltage on the IC will be greater.
