Lift R22-2K ohm. If that doesn't allow amp to power up, Lift R12-10K ohm.

Check the resistance from power ground to Pins 8 & 11-U01-TL494. If shorted or low replace U01.
If not the soft start circuit has failed, Q71-C3876GR, Q72-MMBTA14, Q73-A1505GR and Q74-C3875GR.

I checked the ones in the amp they measure fine but amp is still stuck in protection mode and Papabill said to replace them .

Sorry I've been dealing with water damage at my place and haven't been able to attend this. I will be in and out for a while. The answer to your Posts 15 and 16 is No. There should be ~12 volts at Pins 8 and 11, which in turn will allow 5-6 volts on Pins 9 & 10.

Lift Q71. This may allow the soft start to ramp properly.
Also, check to see that C71 neg side has 5.1 volts DC.
Check D71,D72, D73-1N4148

C71 has 5.26 volts on the negative side .
Lifted Q71 and it shuts the whole amp down voltage drops to 0.00 on pin 8,11
The diodes you said to check measure fine
